 Global Engine Alliance

Global Engine Alliance, a joint venture of Daimler Chrysler Corporation, Mitsubishi, and Hyundai, has begun construction of an automobile engine plant in the Industrial Park located off Ann Arbor Road.

Construction will result in hundreds of construction jobs and, when completed, will create an estimated 400 full time jobs at the plant.

To facilitate this project, the Village Council has created Local Development Finance Authority (LDFA) District No. 3.

The LDFA consists of three parcels totaling 242.2 acres, formerly referred to as the Heath Property and two Davis Properties. All of the property in the District is owned by the Company or its affiliates.

The LDFA will pay part of the cost of the public infrastructure improvements associated with this project, using various sources of funding. None of the costs will be borne by Village taxpayers.

Highlights of the infrastructure improvements follow:

1.      Street Improvements: The LDFA will extend Ty Circle Drive from its current eastern terminus to Dundee-Azailia Road, improve Ann Arbor Road from its northerly intersection with Industrial Parkway as a Class A road to the north property line of the District and improve bridges on Ann Arbor Road over the Bear Swamp Drain north of the District, along with other improvements. Estimated cost: $1,300,000

2.     Sanitary Sewer Improvements: An 8 inch sanitary sewer will be extended the full length of Ty Circle Drive, along with various other improvements. Estimated Cost: $400,000

3.     Water Main Improvements: A 12 inch water line will be extended from Ty Circle Drive to Dundee Azalia Road, along with other improvements. Estimated cost: $300,000

4.     Wastewater Treatment Plant Expansion: The project tentatively includes expansion of the existing plant to accommodate at least an additional 50,000 gallons per day plus extra normal loading. Estimated cost: $5,500,000

5.     Storm Water and Drainage Improvements: Among other things, the project includes the abandonment of a portion of the Cassidy Drain and rerouting to the Woodruff Drain. Estimated Cost: $600,000

6.     Rail Spur: The project may include the construction of a railroad spur from the existing Ann Arbor Railroad to the Company property. Estimated cost: $320,000

7.     Utility Improvements: Installation of electric transmission lines and various other utility improvements will be undertaken. Estimated cost: $500,000

8.     Other Public Facilities: Street lighting, curb and gutter, sidewalk improvements, or other public facilities may be included. Estimated cost: $500,000

9.     Other Related Costs: The project also includes all administrative costs related to the above improvements, including architect fees, engineering, legal, etc. Estimated cost: $200,000
